Google rivals received confidential questionnaires from Brussels about Play Store billing terms and developer fees. The Netherlands is also investigating the Google Play Store, but that investigation could end to make way for an EU investigation. Not only that, but the UK antitrust agency is also investigating the Google Play Store.

Moreover, the Play Store charges developers as high as 30%, and developers have not been able to use alternative billing systems before, but can only use the system provided by Google.

A Google spokesman has said the company has been in discussions with the European Commission on a number of issues, such as recently revising its terms and conditions to make the App Store fairer, and has been pacifying what developers have pointed out as unfair practices.

Google made a concession in late July to allow app developers to charge European users with an alternative billing system, and it is also preparing to reduce developer fees.
